I wonder why NASA does not pursue fusion rockets in the first place. I feel

Why not? First, I would be very cautious before embarking on something that has
the potential to power the entire world, because there is no way to guarantee
it will not ’go off’ somewhere, and that would be a total catastrophe.
Second, this is fusion, you are not going to get the same numbers of bangs per
nucron that you get from fission. So fusion is going to have to be sustained in
some fashion, and that will require rather a lot of knowledge and experience
to be able to say if it is even possible.
The only way I can think of doing fusion would be a ’hydrogen bomb’. Once the
warhead is done you have a huge amount of energy to extract, that energy would
have to be expended in such a way as to use as much hydrogen as possible,
which is not a large amount at all.
That is why we use ’fission’ and not ’fusion’ weapons (though there are
alternative solutions that do use fission).
It would be like creating a miniature sun.
